On September 4, 2026, the Minister of Public Security of Vietnam promulgated Circular No. 154/2026/TT-BCA regulating the management, identification, and traceability of chemicals requiring special control on the Electronic Identification and Authentication Platform.
According to the Circular, identification codes for chemicals requiring special control are regulated as follows:
- An identification code for chemicals requiring special control shall be established as an electronic code through a scannable data carrier and comply with National Standard TCVN 13274:2020 on traceability—guidelines for formating tracing codes, National Standard TCVN 13275:2020 on traceability— the format of data carriers, or other technical standards prescribed by law.
- An identification code for chemicals requiring special control must satisfy the following requirements:
+ It must be linked to the corresponding supply chain code for chemicals requiring special control on the Chemical Identification and Traceability System;
+ The information linked to the supply chain code for chemicals requiring special control must correspond to the information on chemical activities; the relevant lot, batch, or unit of chemicals requiring special control; and the relevant organizations and individuals updated on the Chemical Identification and Traceability System;
+ Identification codes for chemicals requiring special control generated within the same supply chain must be linked through the relevant supply chain code for chemicals requiring special control to ensure that information can be cross-checked, verified, and traced throughout the supply chain;
+ The code must be identifiable and allow information to be accessed and retrieved using commonly available electronic devices.
- The printing, affixing, or sharing of an identification code for chemicals requiring special control shall not replace the obligation to label goods or any other legal obligation prescribed by law.
- Identification codes for chemicals requiring special control shall be generated on the Chemical Identification and Traceability System at the request of organizations and individuals based on their actual chemical manufacturing, import, and trading activities and must be appropriate to their scale, capacity, and chemical activity licenses.
The Chemical Identification and Traceability System is a component of the Electronic Identification and Authentication System managed by the Ministry of Public Security of Vietnam and serves the identification and traceability of chemicals requiring special control.
